Sky One's Empire was a bit poor, wasn't it?
Warship got a lot better and more focused as the series went on, so I'd recommend catching it on re-runs if you can since it's worth sticking with to the end.

That is indeed Patrick Harvie MSP there. Beardy bloke is John Burch, Deputy Director of Operations at the Confederation of Passenger Transport UK (CPT). They are all members of the FirstGroup's Yellow School Bus Commission.

That's the reality. Now, the "tele-version" would be adapted by David E. Kelley as an attempt to re-launch "Blind Justice" via a showcase spin-off from "Boston Legal".
From left to right, playing these roles would be: Joe Pantoliano, Allan Rachins (in a role that was first offered to Charles Nelson Reilly, then to Peter Boyle - the character is now referred to as 'the Scottish Player'), Ken Olin and his trusty sidekick Pantha, Abraham Benrubi, Megan Mullally, and William Shatner as Denny Crane to help kick off the series.
The title of this back-door pilot? "Boston Legally Blind Justice".
