The Whedon internet project sounds like a book from last year - "Soon I Will Be Invincible" by Austin Grossman. (I recommend it, by the way - Grossman has a great imagination for creating superheroes and for turns of phrase.)
Substitute Dr. Impossible for Dr. Horrible, as well as swapping the superheroes and the girls of contention, and you've got the basic same story. But I guess in that genre, it would be inevitable.
Maybe he's next - Dr. Inevitable!
